$5.6 Million Anticipated in Grants in March & April 2025 in Montgomery County. Plus, a Look at Future Maryland State Funding.

Opportunities for local nonprofits and community organizations are in flux but significant. In just March and April alone, over $5.6 million in grant funding is anticipated to launch.

March 2025 – A Month of Opportunity


FY25 Community Youth Mental Health and Substance Use Initiatives Grants Program (Anticipated Mid-March): The Department of Health and Human Services (HHS) is set to award up to $1.3 million in Juul and Altria settlement funds. This program aims to support youth programming focused on critical areas like vaping cessation, mental health, and substance use prevention. HHS anticipates making up to three awards, ranging from $250,000 to $500,000 each.


FY25 Community Projects Fund Administration Grant Program (Anticipated Mid-March): With $1.2 million available, the goal of this grant is to select a nonprofit provider to administer the Community Project Fund. This crucial partner will also provide vital coaching, mentoring, and technical assistance to small, emerging, and volunteer-led nonprofit applicants and award winners. A single award is anticipated for this program.


FY25 Nutrition Benefits Outreach Grant Program (Anticipated Mid-March): Formerly known as the SNAP Outreach Grant Program, this initiative will award $300,000 to qualified community-based organizations (CBOs). The aim is to conduct SNAP outreach, application, and enrollment assistance to eligible Montgomery County families with children who are not yet enrolled in the program.


FY25 Nonprofit Incubators Grants Program (Anticipated Late March): The Office of Grants Management (OGM) is making $1 million available to fund nonprofit providers who will explore shared services, micro-grants for administrative needs, common workspaces, and sustained support for incubator participants. OGM anticipates 2-3 multi-year awards ranging from $300,000 to $500,000 per year.



April 2025 – Continued Funding Opportunities:


FY25 Nonprofit Technical Assistance and Management Support Grants Program (Anticipated Early April). OGM will be competing out $2 million in funds to nonprofit providers.


The goal is to help County nonprofits prepare to independently and successfully apply for, win, implement, and comply with various government and private awards. This may include a sub-granting component. OGM anticipates 4-5 multi-year awards ranging from $300,000 to $500,000 per year. Keep in mind that portions of this funding may be integrated into other listed programs.



Looking Ahead: Future Opportunities in Montgomery County and Beyond


The forecast also hints at future funding possibilities within the County, including:


FY25 Emerging Business District Grant Program: While the launch date is still under consideration, this program aims to establish Business Improvement Districts or Urban District Corporations within Montgomery County.


FY25 Community Reinvestment and Repair Fund Grant Program: Expected to launch at a later date, this program will utilize cannabis tax revenue to support community-based initiatives benefiting low-income communities disproportionately impacted by the War on Drugs. Total awards are estimated at $1 million for FY25.


Furthermore, PKC is tracking developments at the state level that could benefit organizations in Montgomery County. Based on the Maryland Supplemental Budget No. 1 for Fiscal Year 2026, the state is making a significant investment of $7,000,000 in Special Funds to the Maryland Cannabis Administration, Office of Social Equity,


This state-level initiative aligns with Montgomery County's own commitment to community reinvestment and addressing the impacts of past drug policies, as seen in their Community Reinvestment and Repair Fund Grant Program.
